Provides mobile medical care and syringe exchange by hosting Outside In's medical van and syringe exchange program. Includes a full range of health services such as disease management, routine primary care, HIV/STI testing, women's health care, mental health, and transgender care. Also provides assistance with enrollment in Oregon Health Plan (OHP) or other health insurance plans. For the syringe exchange, users get an even exchange for however many syringes they bring in, though no one will be turned away for not having returns.

The Harm Reduction Syringe Services Program offers a one-to-one exchange for clean needles and offers supplies to people who use injection drugs. Other services include rapid Hepatitis C and HIV testing, safer sex supplies, PReP (pre-exposure prophylaxis) and health insurance navigation, overdose prevention training, naloxone kit distribution and referrals to community resources. Clatsop County Public Health is conducting a syringe exchange in which participants will be provided clean syringes on a one-for one basis (one clean syringe for one used syringe). Naloxone training and kits are also available at all locations.

Wednesday Medical Outreach: CORE, Occupy Medical & Black Thistle Street Aid provide a weekly team up that provides free medical services at homeless campsites. Medical services include prescriptions, herbal medicines, foot soaks, wound care, and referrals when needed.

PORTLAND PEOPLES OUTREACH PROJECT
HARM REDUCTION SERVICES
The Portland People’s Outreach Project, or PPOP, is an all-volunteer organization that provides clean syringes, Naloxone (Narcan), and other harm reduction supplies directly to users. Unlike many needle exchanges, PPOP is need-based, not 1-for-1, meaning users do NOT have to dispose of dirty syringes in order to receive new ones. PPOP distributes supplies by means of outreach by bicycle and foot, and a fixed site. A bathroom, couches, and coffee are available at the fixed site.
