For the syringe exchange, users get an even exchange for however many syringes they bring in, though no one will be turned away for not having returns.

Community Outreach through Radical Empowerment (CORE) is a multifaceted, collaborative street outreach program where different agencies in the community partner to provide consistent and effective outreach to individuals living on the streets and in camps. CORE’s outreach practices are based in harm reduction, trauma-informed care, and empowerment and are designed to literally and figuratively, "meet people where they are at," whatever that may look like. Provides needed supplies, and offers case management/coordinated care, community trainings/education, Naloxone distribution/overdose education, safe sex items, syringe services, and harm reduction supplies.

Distributes harm reduction supplies and offers education about safer use. Provides condoms, clean needles, Narcan/Naloxone, and assists with resource navigation. Also provides supplies that are specific to individuals in the life/sex work.

The Cowlitz Family Health Center Harm Reduction Program includes multiple wrap-around services to support the population that accesses the syringe exchange service including:

-1:1 exchange of clean syringe equipment for used syringe equipment
-Health education
-Hepatitis C and HIV screening and referral for care
-Family Planning, including birth control counseling, contraception (Depo Provera), emergency contraception, and pregnancy testing
-Naloxone for overdose prevention

Provides a basic needs and harm reduction supply van on a routine schedule. Types of supplies are hygiene (toothbrushes, deodorant, body wipes, shampoos, and menstrual products), STI testing, pregnancy testing, emergency contraception, work clothing supplies (women's sizes and are limited to sex industry), harm reduction supplies such as Nasal Narcan, Fentanyl test strips, sharps, tourniquets, cookers, sterile water, and wound care.

The Portland People’s Outreach Project, or PPOP, is an all-volunteer organization that provides sterile syringes, Naloxone (Narcan), and other harm reduction supplies directly to users. Unlike many needle exchanges, PPOP is need-based, not 1-for-1, meaning users do NOT have to dispose of dirty syringes to receive new ones. PPOP distributes supplies through outreach on foot, bicycles, and a fixed site. A bathroom, couches, and coffee are available at the fixed site.

Offers low barrier harm reduction services with dignity, respect, and a data driven approach. Services include Naloxone distribution, overdose education, delivery services, Fentanyl test strips and education, safe sex item distribution, and syringe services such as safe injection sites and needle exchange programs.
