Community Action Agencies (CAAs) are nonprofit private and public organizations established under the Economic Opportunity Act of 1964 to promote self-sufficiency. Agencies operate a variety of grants from federal, state, and local sources. These grants vary widely among agencies, but generally include Head Start programs to address early childhood development, energy assistance (LIHEAP) including propane, oil and wood, and weatherization services. Other programs include operating the regional food bank, providing rent assistance and support, help with water/wastewater bills, homeless services, foreclosure counseling, home ownership and financial counseling, support for childcare providers, lending for rehabiltiation and downpayment assistance, and connection to the Oregon Health Plan and representative payee services.
