COMMUNITY SOLUTIONS OF CENTRAL OREGON
MEDIATION SERVICES
Community mediation helps individuals, businesses, neighbors, and families when conflict or disagreements arise. Mediators help parties communicate with understanding, explore solutions, and solve problems. Some conflicts involve neighbor or neighborhood relationships, homeowner association issues, workplace problems, consumer/business disputes, family relationships including separation/divorce or children's issues, money issues, landlord/tenant disputes, land use disputes, and more. Mediation is voluntary, cooperative, and confidential and mediated by one or two impartial mediators who do not take sides, give legal advice, or impose settlements.

Provides mediators for Deschutes County Justice Court Small Claims Court. Litigants have the opportunity to resolve disputes through mediation before proceeding to trial before a judge. Provides periodic mediator training, workshops, and facilitation services for businesses, government agencies, and nonprofit organizations.

COVID-19 FINANCIAL RELIEF PROGRAMS
OREGON STATEWIDE EVICTION MORATORIUM
The Oregon statewide eviction moratorium has ended as of June 30, 2021. Beginning July 2021 forward, rent is due every month, and tenants can face eviction for nonpayment if rent is not paid on time. No-cause evictions that were allowed prior to COVID-19 are once again allowed.

However, starting July 1, 2021, Oregon Senate Bill 278 provides protection from nonpayment evictions to renters who apply for rent assistance, if they provide documentation of their application to their landlords. This protection lasts for the entire time the application is being processed (ended September 30, 2022). Tenants are encouraged to apply for rent assistance right away if they are unable to pay rent. Tenants must give proof of their application to their landlords as soon as possible, and no later than June 30, 2022 or at or before any first court appearance, whichever is sooner.

Furthermore, until February 28, 2022, evictions cannot be issued for nonpayment of back-due rent, fees, or other charges that accrued between April 1, 2020 and June 30, 2021. Landlords cannot charge late fees for nonpayment of these arrears until March 2022.

The statewide moratorium on foreclosures for nonpayment of mortgages will last until December 31, 2021.

- Loss of household income;
- Increased medical expenses;
- Loss of work or wages;
- Increased child care responsibilities or responsibilities to care for a person with a disability or a person who is elderly, injured or sick;
- Increased costs for child care or caring for a person with a disability or a person who is elderly, injured or sick;
OR
- Other circumstances that have reduced my income or increased my expenses.
