The Student Services/Special Education Department at Malheur Education Service District Region 14 helps school districts support students with unique learning needs. Referral, diagnosis, consultation, and direct treatment therapy services are provided.

The Center on Early Learning works to improve the quality of care and education available to young children and their families to promote development and inclusion. Projects include the Central Coordination of Child Care Resource and Referral (CCCCRR), Oregon's child care Quality Rating and Improvement System (Spark, formerly known as QRIS), and Promoting Inclusion in Early Childhood Educators (Project PIECE).

Special education services are provided through the following programs:

- Life Enrichment Education Program (LEEP): Provides instruction for eligible students in self-contained classrooms located as close to the students' homes as possible.
- Therapeutic Schools: Classrooms located outside the public school system that are designed to assist students and their families in developing behavioral and academic skills.
- Heron Creek and Heron Creek Academy: Serve students with social emotional needs and provide long-term care and treatment for students with behavioral health needs.

Special Education staff offer support and consultation to school districts in planning and coordinating their special education services.

Provides administrative support to assist component school districts in planning and coordinating their special education services. Staff are also involved in consultation with instructional staff and parents regarding Individualized Education Program/Individual Family Service Plan (IEP/IFSP) development, interpretation of data, appropriate adaptive equipment, and inclusion strategies. Staff monitor and report progress as indicated on the IEP.

Provides specialized support for students with low-incidence disabilities, such as Autism Spectrum Disorder, orthopedic impairments (OI), traumatic brain injury (TBI), who have visual impairments (VI), or who are deaf/hard of hearing (D/HH) or deaf/blind (DB).

Services provided by the program include evaluation to determine eligibility under IDEA; training for staff and families concerning assessment, program development, and interventions; technical assistance; and access to media resources.

Provides support for children with vision impairment, hearing impairment, severe orthopedic impairment, and autism spectrum disorder. Collaborates with component school districts and programs to provide specialized support. The support includes consultation, assessment, instruction, and adaptive or specialized materials and equipment, as well as assistance with IEP development and implementation.

Lower Columbia College (LCC) offers bachelor's of applied science and associate degrees, and a wide variety of professional certificates. Over 90 program options are available. Also offered: Basic Education for Adults, English as a Second Language, testing services, and non-credit corporate and continuing education courses. Disability Support Services offers support to students requiring accommodations to academic programs and activities. LCC also hosts an Early Learning Center, offering state licensed childcare services for students and employees.

Assists local school districts in providing quality special education services to students with disabilities, including a Functional Living Skills Program. Also provides educational and supportive services to parents of children with disabilities.

Inclusive Partners (formerly known as ICCP) offers child care providers consultation, training, and information in order to support inclusive child care practices. They can also provide a high need child care supplement to child care providers who care for children with high special needs who are also currently receiving Employment Related Day Care (ERDC). The supplement is for accommodations or supports that are necessary for safe and appropriate care of a child in their child care setting. The supplement is paid directly to the child care provider as a supplement to the parent payment and is not to be used to subsidize the cost of child care. The child care provider may be a center, a registered family child care provider, preschool, after-school program or an individual.

Provides a variety of support services to families and school districts to help children access public education. These specialties include Augmentative Communication, Feeding Team, Nursing and Oregon Intervention System, and Behavior Consultation.

Provides evaluative, consultative, and direct special education services to students with disabilities, including assistive technology, audiological, autism, deaf and hard of hearing, long-term care and treatment, visual, psychological, orthopedic, speech and language, and STEPS (students with severe and/or multiple disabilities). Also provides evaluation and special education services to children from birth to years.

ESD Special Education personnel provide the staffing for the resource rooms in Joseph, Wallowa, and Enterprise School Districts. Offers Individualized Education Program (IEP) review, vision and hearing screening, developmental assessment, and supports for students with disabilities.

Provides assistance to individuals who may not have the technology skills to navigate access to resources related to COVID-19. Resources include general COVID-19 information, testing sites, vaccination sites, social, and recreation information.
