PORTLAND NEIGHBORHOOD INSPECTIONS
This program administers the City of Portland's minimum standards for property maintenance and safety for residential buildings. It enforces these standards through a program of inspections. Portland City Code lists a variety of minimum housing maintenance requirements. The inspector asks:
-Are heat, water, and power safe and adequate?
-Is the structure secure and stable?
-Are there plumbing, electrical, or mechanical hazards?
-Are the stairs, handrails, and guardrails safe and adequate?

Also investigates abandoned and disabled vehicles, derelict buildings (vacant, boarded up), nuisance (in exterior property areas such as yards and driveways) which includes overgrown grass and weeds, trash and debris, scrap metal, auto parts, and appliances.

In cases of serious mold in rental property, where the tenant has become ill as a result, an inspection may be done as part of an assessment.
