In partnership with Clark County Public Health, Cascade Aids Project offers free, confidential testing for HIV, chlamydia, gonorrhea, hepatitis C, and syphilis, as well as free treatment for chlamydia and gonorrhea. PrEP Navigation and insurance enrollment also offered.

The Harm Reduction Syringe Services Program offers a one-to-one exchange for clean needles and offers supplies to people who use injection drugs. Other services include rapid Hepatitis C and HIV testing, safer sex supplies, PReP (pre-exposure prophylaxis) and health insurance navigation, overdose prevention training, naloxone kit distribution and referrals to community resources. The Cowlitz Family Health Center Harm Reduction Program includes multiple wrap-around services to support the population that accesses the syringe exchange service including:

-Health education

-Family Planning, including birth control counseling, contraception (Depo Provera), emergency contraception, and pregnancy testing
-Naloxone for overdose prevention
-Wound care
-Assistance in enrolling in Medicaid for qualified individuals
-Referral for primary care, dental care, substance use disorder treatment, medication assisted treatment and community services

The harm reduction program is anonymous, confidential and designed to reduce the risks involved in drug use. Services include safe injection and smoking supplies, including sterile syringes, sharps containers, and many other items. The program also provides access to naloxone, fentanyl test strips and overdose prevention education; connections to same-time medical care, HIV and Hepatitis C testing, vaccines, education, and referral to community resources and services.

Eligibility: Individuals considered to be high-risk for contracting HIV or HCV. Those who do not qualify for a test with HIV Alliance can speak with a counselor about risk reduction and other testing locations.

Populations considered to be high-risk for contracting HIV include gay and bisexual men, men who have sex with men and their sexual partners, transgender people, people who exchange sex for something they need, sexual partners of people living with HIV/AIDS, and people who inject drugs and their partners.

Populations considered to be high-risk for contracting hepatitis C include people who inject drugs and their partners, people who exchange sex for something they need, people who have had a blood transfusion or organ transplant prior to 1997, and anyone born 1945-1965.

NEEDLE EXCHANGE

Syringe Exchange works to prevent the spread of HIV and other diseases among drug injectors. In addition to safer injection supplies, participants can receive counseling, safer sex information and supplies, free and anonymous HIV testing and Hepatitis C testing, as well as other drug treatment referrals.

Outside In's syringe exchange policy is a one for one (1:1) program, meaning users get an even exchange for however many syringes they bring in, however no one will be turned away for not having returns.
