Syringe Exchange works to prevent the spread of HIV and other diseases among drug injectors. In addition to safer injection supplies, participants can receive counseling, safer sex information and supplies, free and anonymous HIV testing and Hepatitis C testing, as well as other drug treatment referrals.

Outside In's syringe exchange policy is a one for one (1:1) program, meaning users get an even exchange for however many syringes they bring in, however no one will be turned away for not having returns.
