The Bureau manages Clean River Rewards, Portland's storm water utility discount program. After registering with the program, residential and commercial ratepayers may obtain up to a 100% discount of the on-site storm water charge by managing storm water runoff, thus helping to protect rivers, streams, and groundwater from runoff damage. The City also offers workshops on storm water management options and discount calculators to help calculate discount.

Offers cash incentives and services for qualifying energy efficiency and renewable power projects in homes, commercial businesses, and industrial and agricultural businesses. Cash incentives are provided for energy-saving upgrades to single-family and multifamily site-built homes, including insulation and duct sealing and high-efficiency water heaters.
