Healthy Families is a voluntary home-visiting program that offers services to families of newborns. The program seeks to ensure healthy, thriving children and caring, nurturing families through education and guidance.

Head Start is a national program that promotes school readiness by enhancing the social, emotional, and cognitive development of children ages 3-5 through the provision of educational, health, nutritional, social, and other services to enrolled children and families, with a special focus on helping preschoolers develop the early reading and math skills they need to be successful in school. Parental involvement is emphasized.

Oregon Head Start Pre-Kindergarten (OPK) was established in 1987 as the state counterpart to the federal Head Start program. The state's Department of Education and the regional Head Start office govern the program collaboratively. OPK adheres to all federal Head Start Performance Standards.

NCESD does not operate its own Head Start/OPK program, but provides referrals to local providers and preschools.

The Preschool and Family Supports Program offers supports to parents with cognitive limitations who are pregnant or have young children. The program provides case management, resource referral, support, and advocacy services to students whose parents have borderline disabilities but are not eligible for state developmental disabilities services. Parenting support is provided through home visits and regular phone contact by the teacher or Parent Navigator.
Also provides preschool services to children with average to above-average intelligence whose parents have a cognitive limitation. Two meals and transportation are provided for the Part-Day program.
