In partnership with local agencies, 211info provides updates about tri-county area energy assistance funding on a regular basis. The latest updates are listed on this site, in addition to our database, and an automated recording, which can be accessed 24/7 by calling 211.
Assistance Type: Provides two forms of energy assistance: assistance during the winter months, or as funding allows, with heating costs including oil, natural gas, electricity, wood, propane, and pellets; and assistance throughout the year with heating costs for PGE and NW Natural customers on a first-come, first-served basis.
Hours: Monday-Thursday 7am-6pm; appointments are offered 7:30am-4:30pm
Intake: Call 503-650-5640 for appointment. Leave a message with contact information and details if there is an emergency energy situation. Callers may select the option to have an application mailed to them. Calls are returned in the order received based on the urgency of the request. It may take a few days to several weeks to receive a call back. Leave only one message, as leaving several messages will impede a faster reply. Some outreach services are available for homebound older adults and people with disabilities.
Note: Applicants need to provide the following: Gross income verification for the previous calendar month for all adults age 18 and older in the household; copy of current utility bill or receipt for wood, propane, or oil; two forms of ID that document the applicant's legal name and current physical address; and official ID for all adults age 18 and older in the household.
Assistance Type: Provides limited funds to assist with utility payments (PGE only).

Note: Provides limited, one-time, utility payment assistance for people who have not received any type of financial assistance from St. Vincent de Paul within the past 12-14 months. Assistance is determined on a case-by-case basis if found eligible, is generally limited to the last $100-$200, is dependent upon available funding and may only be offered when shut-off of service is imminent. Appointments are only able to be scheduled out for the next 1-2 business days and are given on a first-come, first-served basis. Some applicants will not be able to get an appointment when they arrive and an appointment does not guarantee assistance. Same day appointments usually not available. Required documents include Photo ID, printed utility bill matching applicant's name and address, and shut-off notice. Social Security card not required. If your utility uses "paperless billing," print a copy of your bill before arriving to apply.

Note: Must be at or below 60% of State Median Income. When funding is low, individuals may be required to have 24 hour shut off notice. Air conditioners: Must have a documented health or safety concern. Applicants need to provide a copy of utility bill, income verification for all household members, date of birth for all household members, and Social Security number for all household members (if available).
Assistance Type: Provides limited assistance with payment of utility bills (electric, natural gas, and water). Also provides limited assistance to people with large bills who qualify and have not received help previously.

City of Portland Water Discount Program
***Please note that Portland Water Bureau Bill Discount Funds are available year-round and are not tied to Energy Assistance Funds ***
Customers responsible for paying a Portland Water Bureau residential sewer/stormwater/water bill, and whose household income is less than 60% of the Portland Median Family Income (MFI), may be eligible for a discount on their bill. MFI is according to household size and income and can be found on the below application and here). Eligible customers experiencing a crisis may also receive up to $500 in assistance once every 12 months.
Payment arrangements are also available for customers, regardless of household income.

1) Contact the Community Service Center in your area. You will need to provide the following documents: current bill, IDs for anyone over age 18 in the household, and proof of income for everyone in the household for the last 30 days
