Provides funds to local community action agencies, homeownership centers, nonprofits, community-based organizations, housing authorities, affordable housing developers, culturally specific organizations, and more to create and increase access to affordable housing for those with low to moderate incomes.

OHCS funds include rental assistance, down payment assistance, foreclosure prevention, first-time homebuyer education, rent-restricted affordable housing, wildfire and disaster housing recovery, manufactured housing replacement, mediation services, utility bill assistance, weatherization services, water, energy bill assistance, and more.
The agency doesn't provide direct services.
