In addition to providing direct legal services to clients, NJP operates a toll-free intake and referral system called CLEAR (Coordinated Legal Education, Advice and Referral), which serves as a point of access for clients to obtain free legal information including advice, brief legal service and where available a referred representation.

Assistance obtaining a suspended drivers license due to unpaid traffic fines, a car accident, or having one or more convictions for driving with a suspended license and still have fines past the suspension period. The court must have ruled on the traffic citations.
