The SUB project and EWEB Customer Care are year-round assistance programs. LIHEAP is a seasonal program. Households can receive assistance once per program year, per program.

OTC plus Card or credit is for dual-enrolled individuals in Medicare and Medicaid. This Card is used to purchase a variety of basic needs, such as food and over-the-counter (OTC) healthcare products. Eligible items like cold care, oral care, pain relief, and first aid, incontinence products, and grocery items like meat and produce are covered. Can also be used for utility payments such as electricity, gas, water, and internet.

The Low-Income Household Water Assistance (LIHWA) Program is designed to provide low-income households with assistance for their drinking water and wastewater service costs. LIHWA assistance payments will be paid directly to utility providers on behalf of eligible households to reconnect services, avert disconnection of services, and pay past-due amounts and current charges. Households who pay their landlord or management agent for water and wastewater charges are encouraged to apply, as they may still be eligible for LIHWA assistance.

All services go through the Love INC Clearinghouse. After meeting with a specialist, the client will be issued vouchers to receive appropriate services from local partners. Assistance is determined on an individual basis and is not guaranteed.

The Neighborhood Center provides the reconnect fee of $40 after water has been disconnected. That is the only assistance provided for water bills. Also provides low-income families with a one-time per year emergency assistance on their electricity bill if they have a shut-off notice. If the bill is under $200, the household must make a good faith payment first and pay a third of the amount owed. The center will pay the other two-thirds of the amount due to avoid shut off of service. If the bill is over $200, the Neighborhood Center will help with a one-time emergency assistance of $200 and the household will be responsible for paying whatever the balance is minus the $200 first. Eligible households may be assisted if funds are available.
