Home Forward maintains public housing units for low-income residents in which residents pay an affordable percentage of their income as rent.

Public Housing is a federal program that assists low-income families, older adults, and adults with disabilities in obtaining federally subsidized rental units. Units consist of apartments, duplexes, and houses. Other Homes for Good-owned housing programs include affordable units with basic rents.

Provides subsidized rental housing for low- and moderate-income older adults, people with disabilities, and families. Operates Housing Authority-owned units and lower-cost apartments and administers the Section 8/Housing Choice Voucher rent subsidy. Fields complaints about public housing and Section 8.

Linn-Benton Housing Authority is a regional public agency created by Linn and Benton Counties to provide decent, safe, and sanitary housing for low-income residents. The Housing Authority undertakes activities necessary to accomplish this public purpose, including acquiring and managing properties, developing housing, issuing tax-exempt bonds, entering into mortgages and partnerships, borrowing money, and accepting grants.

Residents of properties managed by the Linn-Benton Housing Authority may contact the Authority to lodge housing complaints.

Marion County Housing Authority (MCHA), under contract with the US Department of Housing and Urban Development (HUD), administers the Section 8 Voucher Program and several other rental assistance programs. MCHA also owns and manages several affordable apartment complexes for seniors, families, and farm laborers. Serves the rural areas of Marion County, which are outside the Urban Growth Boundary of the City of Salem. No assistance is available for Salem/Keizer residents.

The Housing Choice Voucher (HCV) Section 8 program provides affordable housing, free from discrimination, to those with barriers due to income, disability, or age. The HCV program provides tenant-based assistance, meaning that assistance follows the tenant as long as they remain eligible for the program.

Section 8 Housing Choice Voucher Program is tenant based assistance, meaning assistance follows the tenant as long as they remain eligible for the program. The Housing Authority is not the landlord but assists with rent payments to the landlords.
Public Housing units are owned and managed by the Housing Authority. This program provides unit-based assistance, meaning if a family moves out of the unit, the assistance remains with the unit. One small pet is allowed with prior approval before moving into a unit.

Offers low-income and subsidized apartments. Available programs: Section 8 Housing Choice Vouchers, Veterans Supportive Housing Vouchers, Section 8 Housing Voucher Homeownership, Mental Health Referred Housing, Family Self-Sufficiency, HUD Multi-Family Housing, Tax Credit Housing, and Rural Development Housing.

The Salem Housing Authority (SHA) manages multiple public housing properties. Public housing was established to provide decent and safe rental housing for eligible low-income families, older adults, and people with disabilities. Fields complaints about public housing.

Provides information about fair housing laws. The Office of Fair Housing and Equal Opportunity (FHEO) records consumer complaints of unfair treatment or housing discrimination based on race, color, national origin, religion, sex, disability, familial status (i.e., presence of children in the household), sexual orientation, gender identity, and/or marital status.

Public and Indian Housing (PIH) Resource Center: Handles questions or complaints about HUD rental programs, including Housing Choice (Section 8) Vouchers.

Multifamily Housing Complaint Line: Enables residents of HUD-insured and -assisted properties and other community members to report complaints with a property's management concerning matters such as poor maintenance, dangers to health and safety, mismanagement, and fraud.

HUD Inspector General Hotline: Takes reports of fraud, waste, abuse, or gross mismanagement in HUD or HUD-funded programs from HUD employees, contractors, and the public.

Manufactured Housing Complaints: Handles manufactured/mobile home complaints unresolved by reporting to the business who sold the home and the manufacturer that produced the home.

Title 1 and 203(k) Complaints: Report deceptive contractors who renovated and repaired homes through the Title 1 or 203(k) programs.

Provides low-rent public housing that includes a portfolio of over 350 apartments, townhouses, and single-family homes managed and operated by the Housing Authority. Households residing within the program have the choice of paying either; Income-Based Rent (approximately 30% of the household’s adjusted monthly income) or a Market-Based Flat Rent amount.
