The CommCard Program is a communication and accommodation program that facilitates understanding and effective communication between a person with a developmental disability and another person. The ARC issues a voluntary card with information about a person's diagnosis, address, advocate contacts, behavioral presentations, as well as communication accommodations and stress-diffusing topic.

Provides rent assistance, utility assistance, heating fuel assistance, prescription assistance, and clothing. Also offers financial assistance to obtain a valid ID card or driver's license through the Oregon Department of Motor Vehicles (DMV). Assistance is provided once per year for each category of service.

The Remission of Fine Orders and Driver License Reinstatement Opportunity forgives fines and fees due to traffic violations that caused legacy suspensions of driver’s licenses before October 1, 2020.
