Provides 3:1 matching individual development accounts to help participants reach a specific goal to create asset wealth. For example, if a person saves $3000, the program will match it at 3:1 ($9000) for a total of $12,000. The money can be used for buying equipment for a business or as a down-payment for first-time homebuyers.
