HEALTH RELATED SERVICES
Health-related services are non-covered services that are offered as a supplement to covered benefits under Oregon’s Medicaid State Plan (OHP) to improve care delivery and overall member and community health and well-being. Health-related services must meet requirements for activities that improve health care quality or expenditures related to health information technology. Health-related services, also known as "flex funds," must show a positive health outcome as related to a current diagnosis and treatment plan.

Health-related services vary by an individual's Community Care Organization (CCO), and may include:
-Helping a person get a cell phone if having one will give them better access to their providers
-Transit passes for members who need transportation for health-related needs beyond covered appointments
-Buying an air conditioner for a person whose health is affected by heat in their home
-Vouchers for a yoga studio for a person whose back pain will be helped by an exercise class
-Preventing electricity shutoff to maintain service to medical equipment
-A class on cooking healthy meals for a person with diabetes
-Assistance with finding housing, move-in costs, and maintaining housing if doing so will improve health conditions

Health-related services is a broad term, but for a service or item to be provided to an individual member, the CCO may call it flexible services or flexible funds. Health-related services are NOT an option for OHP open card non-CCO members.
Flex funds are limited, not immediate, not guaranteed, or continuously available, and individuals may not qualify.

Eligibility: Current Medicaid recipients (OHP members) enrolled with a CCO.

In some cases, Medicaid members who are at the highest risk for heat-related illness may qualify to receive air conditioners or other related resources through Health-Related Services. This includes members with conditions such as heart disease, mental illness, respiratory illness, and other conditions.
