CRISIS VOUCHER PROGRAM
Eligible households experiencing a financial crisis may receive a voucher for up to $500 in assistance once every 12 months.

Eligibility: Household must be enrolled in the City of Portland Water Discount Program. The customer must pay a portion of the bill in order to receive assistance and must be in a financial crisis, such as impending shutoff or severe financial problems, that make it impossible to work out a payment plan.
