PORTLAND NOISE PROGRAM
Administers and enforces the City Noise Code (Title 18). Deals with amplified noise, such as music and construction. Barking dog complaints go to Multnomah County Animal Services. Loud human voice complaints go to police non-emergency (possible disturbance of the peace). Aircraft and train noise are not regulated by the City Noise Code.
